Examples of GS-5/FG-5 (Equivalent F Band) Specialized Experience
Work on a limited range of assignments under close supervision, for example:
- Gathers, extracts, checks, and assembles program and/or management information and data and enters data in proper format.
- Uses standard analytical techniques to resolve issues and/or identify problems relating to programs.
- Collects, analyzes and evaluates operational or administrative information.
- Performs real estate functions relating to the management and utilization of government owned real property.
Examples of GS-7/FG-7 (Equivalent F Band) Level Specialized Experience
Working more independently, but still subject to close review and specific guidelines, for example:
- Maintains statistics and reports on expenditures of funds, reconciling discrepancies to ensure effective use of funds.
- Performs real estate functions relating to the management and utilization of government owned real property.
- Conducts inventories, assignment and utilization surveys, and/or compliance inspections of leased or federally owned facilities.
Examples of GS-9/FG-9 (Equivalent F Band) Level Specialized Experience
Working independently with self direction requiring a limited amount of supervisory guidance, for example:
- Performs a full range of actions for contractual matters up to $50,000 including contracts, leases, permits, and agreements.
- Plans, researches, and assists in preparing more difficult leases for space and land, right-of-entry permits, and utility and custodial service contracts (including composing the transmittal letters) based on information stated in procurement requests. Develops and processes all legal documents to their proper disposition.
- Maintains and updates automated systems for tracking obligation and expenditures of funds throughout the execution phase of the annual operating budget.
- Evaluates equipment needs; studies the features of various automated systems; conducts studies related to equipment usage; determines which systems best meet the needs of the office and/or are the most cost effective.
Examples of GS-11/FG-11 (Equivalent G Band) Level Specialized Experience
Working independently with a broad scope of responsibility, more variety, and less clear guidelines. Supervisory oversight generally consists of review of completed projects to assure compliance with organization policies or regulations, for example:
- Advises managers to change established work methods and practices and to reduce expenditures to adjust to changes in function, allocations, and anticipated shortfalls.
- Performs actions for contractual matters up to $200,000 for the acquisition through negotiation of all real property (both land and space) and to initiate the acquisition of utilities from both public and private suppliers.
- Negotiates/develops land and space leases and prepares procurement actions for utilities; assists in the preparation of more difficult leases; and maintains contract management control of realty instruments and utility contracts. Researches and prepares assessments on preliminary value estimates and ownership issues.
Examples of GS-12/FG-12 (Equivalent H Band) Level Specialized Experience
Work involving a wide range of assignments or a few highly complex assignments, requiring planning and organization, setting priorities, and working without clear or specific guidelines. Work at this level is typically reviewed only to assess impact on overall organizational objectives. Examples of such work include:
- Assists the organization's Manager in establishing goals and objectives for the organization which are consistent with agency goals and objectives.
- Responsible for the overall acquisition, negotiation, administration, and termination of real estate and utility transactions in assigned statewide or multi-state area. Acquisition is accomplished through the solicitation process and sole source negotiations. The incumbent exercises contractual authority to commit the agency to a course of action without limit on the dollar amount of commitment.
- Performs a wide range of space planning, layout, and design activities. Represents the organization in extensive, frequently controversial dealings with Federal, State, county, city and private sector officials.
Examples of GS-13/FG-13 (Equivalent I Band) Level Specialized Experience
Work involves performing broad and comprehensive management studies that often cross functional and/or organizational lines. The work requires analysis of interrelated issues of effectiveness, efficiency and productivity of substantive mission-related programs, which are often complicated by conflicting program goals deriving from changes in legislative or changes in demands for program services. Work is typically reviewed only to assess impact on overall organizational objectives. Examples of such work include:
- Evaluates the content of new or modified legislation for projected impact upon the Agency's programs and resources; and/or translates basic legislation into program goals, actions and services.
- Prepares long-range and short-range planning/resource guidance in accordance with broad Agency objectives.
- Develops and recommends improvements to systems and/or processes to improve operational efficiency.
- Works as a contributing specialist on large work activities or as a project manager or team leader to large projects/programs/activities.
- Developing and issuing policies, instructions, manuals, and other guidelines for the effective and consistent accomplishment of real estate activities for assignment elements throughout the organization.
- Serving as the focal point for all real estate acquisitions, inventory management, accountability reporting, real estate support services, disposition and evaluation of real estate legal instruments.
- Providing staff level expertise to all organizational real estate programs.
Examples of GS-14/FG-14 (Equivalent J Band) Level Specialized Experience
Work typically involves highly complex and challenging activities under the minimal direction of a manager or executive. Assignments typically involve expert knowledge to develop new and innovative approaches to problems or issues that often cross organizational boundaries and impact the accomplishment of Agency strategic objectives. Guidance is in the form of broad policies and work is typically reviewed only at completion for success in achieving planned results. Examples of such work includes:
- Evaluates the impact of long-range program goals and objectives and the political, economic, and social consequences of changes in the type or amount of Agency or organizational services provided.
- Analyzes requirements and supporting resource allocation to develop an overall system/concept for major program activities or the Agency.
- Provides guidance to less experienced professionals or leads large projects/teams.
- Provides guidance and assistance for assigned program by applying a broad knowledge of directives, laws, policies, and regulations relating to real estate procedures.
- Interprets current policy; formulates policies and develops procedures; drafts, reviews and comments on proposed regulation changes and new regulations; and initiates recommendations regarding policy/regulation changes as needed.
